Mercury News Editorial: Major changes needed in school funding formula

When Gov. Jerry Brown was stumping for his plan to overhaul school financing, he promised it would do two things: return more control over spending to districts and ensure that disadvantaged children get the help they need to succeed. “Equal treatment for children in unequal situations is not justice,” Brown said.

Lawmakers, education leaders and parents got behind the plan because of those promises, and the governor signed the law in June.

Now, the California Board of Education seems poised to abandon the second promise, ignoring the law’s requirement to help disadvantaged students. The preliminary rules written to implement the law give far too much leeway to districts on spending without ensuring that enough money goes to English-language learners, kids in poverty and foster children — the people the law was supposed to help…
